A secret coalition of dragonmarked heirs and noble families, grown out of an old Wynarn prophecy. Its aim: to reunite the Five Nations as Galifar under Princess Haydith ir’Wynarn.
The legal case
An old clause in the Korth Edicts (the agreement that bars the houses from holding land, titles or armies) says Galifar’s rightful heir must win the backing of every dragonmarked house. So the Covenant is, above all, a campaign for house votes.
